SALEM WOODS CIVIC ASSOCITION BOARD MEETING

The Board Meeting of the Salem Woods Civic Association was called to
order at 7:20 p.m. by President Barry Ezell with the following board
members present: Barry Ezell, Sarah Ezell, Heidi Rosen, Jim and Maureen
Newton, Doris Meixel and Pete Leavitt. Resident Eileen Beckert also
attended the meeting. Master Police Officer Brian Walters presented the
“Photo Safe Red Light” program.
President, Barry Ezell moved that the minutes from the last meeting be
approved. The motion was seconded and the motion passed.
Old Business: There was no old business to discuss.
New Business- Officer Brian Walters Presentation of the Photo Safe Red
Light program. The budget, discussion on HOA conversion, and the park to
be reviewed.
Red Light Program:
“Photo Safe” is the name of the Virginia Beach Red light running program.
The goal is to obtain compliance with traffic signals. Twelve percent of
traffic tickets are due to red light running. For nine months during 2004 and
2005 when photo safe was running, there was a reduction of 70% of red light
running at 4 different locations. The lowest figures during a 24hr period
showed 18 red light running incidents, and the highest number of lights run
was 60. The equipment is currently still installed, but not taking photos and
the sensors show that once the cameras were off, there was a 160% increase
in red light running.
Currently, there are 20 intersections under review for the program. VDOT
will determine which intersections have the highest accident rates and the
most red light violations, and which areas would be too difficult for police
officers to enforce and apprehend violators. (If the police were to pull you
over, the fine would be significantly higher - $100, plus 3 pts on your record
and a $60 court fee.) Some of the intersections mentioned in our area
include: Lynnhaven and Independence, Kempsville and Ferrell Pkwy,
