 Regular Meeting of the Board of Directors of the Salem Woods Civic Association
May 3, 2007
 
Members present:
 
Barry Ezell, Heidi Rosen, Jim Newton, Maureen Newton, Amy Martinez, Pete Leavitt and Lori Morgan. Meeting called to order at 6:20 p.m.
 
Concern was raised regarding habitually absent board members affecting quorum and the ability to do business.
Dr. Ezell moved that we proceed with a quorum based on habitually absent members not present and therefore not counted against quorum. Ms. Rosen seconded. Motion carried.
 
Old Business: none
 
Dr. Ezell moved that the minutes from the last meeting be accepted as previously sent. Mr. Newton seconded. Motion passed.
 
Dr. Ezell stated that the SNIP (small neighborhood incentive program) is being considered for reinstatement by the City Council. Dr. Ezell has been working with Council Members Dyer and Henley to lobby for approval.
 
Dr. Ezell updated that Board on the Spence Farm Issue. Three city council members support our stand on not rezoning this area. We will continue to work closely with the other neighborhoods in this endeavor. The general consensus is that City Council will table this issue at their meeting on May 22, 2007.
 
Ms. Rosen stated that the on-line survey results are attached to the agenda. Enforce deeds, enforce speed limits, etc. are the major concerns showing in the survey results. Concern was raised over the house on Emmerton Court that is painted a shocking blue. A letter needs to be sent to all homeowners that are not following the Colonial Williamsburg paint scheme. Mr. Leavitt was asked to prepare a paragraph describing the successes and challenges of Deed Enforcement over the past several months including procedures taken. Ten homes have been reported to the City with 100% cite rate over the last month.
 
The parents of the graduating fifth grade students of Rosemont Forest Elementary Fifth Grade class have asked SWCA to donate the use of the large pool on Wednesday, June 13 from 1 until 3 p.m. SWCA will ask the lifeguards to volunteer their time; otherwise, the parents will have to pay.
 
Dr. Ezell moved that SWCA donate the pool for the fifth grade pool party with the stipulation that they pay for the lifeguards if they do not volunteer. Ms. Newton seconded. Motion passed.
 
Cub Scout Pack 471 has asked that we comp the pool for their annual pool party. Discussion ensued regarding opening the door to other organizations asking for the same “deal.” If an organization provides services that benefit Salem Woods then we are willing to work with them. Ms. Newton suggested that if the scouts wish to have their party on Thursday or Sunday the pool
