Community Meeting

The Community Meeting of the Salem Woods Civic Association was called to order by
President Dr. Barry Ezell on December 10, 2006 at 2:10 p.m.
1. Board members present included Dr. Barry Ezell, Jim Newton, Maureen Newton, Jim
Bailey, and Karen Renda.
2. Verification of quorum: 20 members are present with 21 proxy votes. In accordance
with the By-Laws, as currently written, quorum is not established. Motion made by Dr.
Ezell to change the by-laws Section 4, from 25% present to 10% present to reflect the
number of residents who normally attend meetings, Jim Newton seconded. Motion
carried.
3. Election of 2007 SWCA board of directors. With the revision to the by-laws, 19.4 votes
are needed to pass this vote. Dr. Ezell moved to accept the 10 board members as
proposed, seconded by Maureen Newton. Motion carried. Board members proposed:
Barry Ezell, Suzy Phillips, Maureen Newton, Jesse Jakimjuk, Renee Olcheski, Preston
Harts, Jim Bayley, Jim Newton, Joanne Butcher, and Pete Leavitt.
4. New Business: Deed request. Dr. Ezell stated that normally three members review all
deed requests made to the SWCA board. Currently there is a request to subdivide the
original house on Derby Wharf into four lots and houses. Charlesworth Williams, the
owner of the property, is present and answered questions regarding his proposal. Mr.
Williams stated that this is just the start of the process and that several approvals will still
need to be obtained from the City of Virginia Beach. Mr. Williams is willing to consider
all options. It was pointed out the SWCA by-laws and the amendments on file with the
City restrict properties from being sub-divided. Mr. Williams questioned the ability to
amend the by-laws in reference to his request. A question as to whether the SWCA has
the right to actually veto this request was raised. Dr. Ezell stated that he has a meeting
